The nation's capital fell at to the bottom of a list of the country's friendliest places to incorporate a business, according to the Small Business and Entrepreneurship Council's Small Business Survival Index 2010.

Coming in just above D.C. - but still in the bottom - were New York and New Jersey. All 50 U.S. states and the capital were scored based on a set of 38 government-related or -imposed costs that have affect businesses, entrepreneurship or investment.

Because Washington was not "included in the studies on state tort costs, eminent domain legislation and highway cost efficiency," its score was actually higher than what it would have been, otherwise, according to the report.

The Small Business and Entrepreneurship Council conducted the report to demonstrate which states ought to change their habits to create better circumstances for incorporation while stimulating the economy.

"Establishing a pro-entrepreneur, pro-investment policy climate is critical to a healthy economy and to sound government budgeting,” said Raymond J. Keating, who wrote the study, in Inc. magazine.

The best states to start a small business in were found to be South Dakota, Nevada and Texas.
